On The Job Training (OJT)
The OJT Program is implemented to provide skill improvement training in the construction trades for unskilled persons, particularly minorities, and women.
Training programs must be approved by the U.S. Department of Labor; Federal Highway Administration; and the Texas Department of Transportation, Office of Civil Rights-Contract Compliance Section.
Trainees are identified through an open enrollment process. Participating contractors work with the TBOWD staff to recruit trainees through non-profit organizations, churches, community-based organizations, and employment agencies. Contractors may also elect to train current employees.
Interested individuals may also contact the TBOWD staff directly for enrollment information The TBOWD Center aims to enhance the effectiveness of the OJT Program by providing supportive services.
Supportive Services
The TBOWD Center located at Cedar Valley College in Lancaster, Texas will provide the following supportive services to trainees:
- Individualized career planning
- English as a Second Language (ESL) classes
- General Educational Development (GED) classes
- Reimbursement for mileage to and from work while training
- Day care expenses
- Tool purchases
- Stipends
Contractors are encouraged to utilize the Supportive Services Program to train and promote their employees into journey level positions.

How To Become A Trainee
- Must be 18 years of age or older
- Motivated to learn a trade in the heavy highway industry
- Dependable, trainable, and desires a career in the transportation industry
- The trainee should be someone who can realize substantial benefit and career progression as a result of participating in the program.
