About the TBOWD Center


The Business Opportunity Workforce Development (BOWD) Center was created, as a national initiative of the Federal Highway Administration, to maximize resources and enhance the effectiveness of both the Disadvantaged Business Enterprise Program and the On The Job Training Program. This BOWD program is dedicated to the development of viable businesses and a strong workforce within the transportation industry.

To meet growing transportation needs, the Texas Department of Transportation invites construction firms to bid for highly competitive highway contracts. Often, the bidding process excludes smaller, less well-connected firms. Overwhelmingly, these include minority contractors. The pilot program was funded in 2006 with the goal of prioritizing a clear road map for contractors of all sizes and backgrounds, in federally funded transportation projects.

Cedar Valley College is known for excellence in teaching and is committed to providing the community with the tools and support needed to successfully realize their goals and dreams. Cedar Valley is proud to be the first and only BOWD Center in the State of Texas.

Purpose and Objectives


Purpose: The Texas Business Opportunity and Workforce Development program will provide assistance to underutilized Disadvantage Business Enterprise (DBE) and increase the number of minorities and women participating in highway construction and journeymen.

Objective One: Provide business development assistance to underutilized DBE firms.

Objective Two: Increase the participation of underutilized DBE firms on Federal -Aid highway projects.

Objective Three: Establish partnerships with prime contractors to participate in On-The-Job Training programs , and contractor development programs that serve as business mentors.

Objective Four: Increase the participation of minority, female and disadvantaged individuals in skilled highway construction trade areas.

Objective Five: Increase the effectiveness of the On The Job Training program, designed to support apprenticeship programs that lead to journeymen level.

Objective Six: Establish internship opportunities for high school age students that provide information and experience in the highway construction industry.
