As Dean of Student Services, Jarlene Hall DeCay leads Advising & Counseling Services, Career Services, and the Cedar Valley College Rising Star and African American Male Initiative programs.

For more than 20 years, DeCay has held several leadership positions in higher education, including the Recruitment, Admissions, and Advising areas. She has more than 12 years of experience in developing successful Retention, Persistence, and Graduation programs in Student Services Departments. Throughout her administrative career, DeCay has taught Human Development, Freshmen Orientation, and Student Success courses.

Jarlene Hall DeCay holds a Bachelor of Science Degree in Business Administration and a Master of Arts Degree in Education Counseling from Xavier University in New Orleans, LA.
